The Inter-ministerial Group for Early Education met on Thursday, 8 January, 2015, to discuss the scaling up of the Fiecare Copil in Gradinita program to the national level by 2020. The Norwegian and Italian Ambassadors to Romania, representatives from the Education, Labor, European Funds and Finance ministries, and local authorities from Cluj, Brasov, Dambovita, Dolj and Covasna participated.
Hosted by the Italian ambassador, three main issues were identified:
- The Education and Social Benefit laws include the necessary legal framework, but the actual processes associated with giving food coupons conditional on the children’s kindergarten attendance could benefit from a clearer methodology.
- Ensuring access to education is not one ministry’s or any one local council’s responsibility; the Labor and Education ministries, together with OvidiuRo and local authorities, will collaborate to clarify legal norms.
- To scale up the program, counties could apply the solution adopted by Cluj: the General Directorate of Social Assistance and Child Protection, with funds from the District Council, allocates the food coupons.
Moving forward, OvR will seek input from district councils on the issues they anticipate ariving, and direct their concerns to the Education and Labor ministries for additional clarification.
